Dear Team,

we're facing an issue with sending API calls to production google ads 
account. When sending an API call, we're seeing the following error: User 
doesn't have permission to access customer. Note: If you're accessing a 
client customer, the manager's customer id must be set in the 
'login-customer-id' header. See 
https://developers.google.com/google-ads/api/docs/concepts/call-structure#cid

We checked already that we're sending the correct login-customer-id. In our 
example case it's 6868666535, which is also accessible (when running the 
listAccessibleCustomers both manager and client accounts are returned)


OAuth Credentials: The credentials are set to "External" and currently in 
"Testing" mode. I added my email as a User here.
Google Ads Developer token: We have Basic Access (went through the approval 
process), MCC id: 686-866-6535

Please note that when we're running the exact same process with a google 
ads account in Testmode, everything works fully as expected.
