I would recommend that you use the CustomerManagerLinkService <https://developers.google.com/google-ads/api/reference/rpc/v19/CustomerManagerLinkService> and make a MoveManagerLinkRequest <https://developers.google.com/google-ads/api/reference/rpc/v19/MoveManagerLinkRequest> via Google Ads API to change the manager via API. You may use this REST API Interface <https://developers.google.com/google-ads/api/rest/reference/rest/v19/customers.customerManagerLinks/moveManagerLink?apix=true> to make the request.
