This is a duplicate one of the problems I described in http://groups.google.com/group/adwords-api/browse_thread/thread/6034c2ab8a59dce2/974714b213423d0c and has probably been mentioned in other threads.
The problem does effect google searches to some extent. For instance the query 'vader' (calfs) gets better, though irrelevant, hits for 'väder' (weather) in swedish.
