I dont think that there is anyway to bypass the Google adwords ploicies around the brand names (you can ask in Adwords forums which is not specific to API). But to reduce the clicks on unwanted terms, you can add those terms as negative keywords. You can still bid on keywords like Garmin GPS of TomTom GPS but you cannot use these terms in the Ads.
