Hi, Brand related policies are exemptable, so you can submit ads with brand name violations. See http://code.google.com/p/google-api-adwords-php/source/browse/trunk/examples/v201101/HandlePolicyViolationError.php for an example.
The ads with trade mark violations typically get reviewed manually and gets approved/disapproved as appropriate. It is possible to get exceptions on account level, but we won't be able to help you with it. If you have an Google account manager, then try contacting him/her.
