I believe Lucas is correct, that this issue is related to IPv6.  This 
article provides some details:

As the author listed, if you are using PHP 5.3 then there is a cURL option 
you can use to force IPv4:

curl_setopt( $handle, CURLOPT_IPRESOLVE, CURL_IPRESOLVE_V4);


If not then you'll need to work with your hosting provider / ISP to 
properly configure your server/network to either support IPv6 or disable 
it. Please note this is not a problem specific to the AdWords API, and can 
be seen with other APIs as well:

The timing of this issue (about 2 months ago) corresponds with the IPv6
