Jonathan - I've been finding this as well.

You'll probably find that v201209 stops working very soon and you'll have
to migrate to v201206 - that said:

Annoyingly enough, it's been decided by our dear friends at Google to
include 'Search Network' metrics to the volumes presented in the API.

In the web interface (https://adwords.google.com/o/Targeting/Explorer )
when you have results for a search term, if you click 'columns' and make
sure you include the 'Google Search Network' column, you'll see that the
figures there match the volumes in the API results much more closely. This
may help to allay your clients' fears about you misleading them!

I've yet to come across a solution for this in the API - and it would
explain as well why the API is only showing Exact Match volumes - because
the Search Network doesn't deal with Broad or Phrase matches.

If you find a way around this to just get the 'searches' then do shout -
and we'll do the same if we see any solution!
