Hi,

According to the doc in help center 
http://support.google.com/adwords/bin/answer.py?hl=en&answer=2497703 
Originally that column (BudgetLostImpressionShare) is not available in 
adgroup level.

It's most likely that column shouldn't have been exposed in 
the adgroup performance report originally.
