Thanks for the report.
PLACEMENT_PERFORMANCE_REPORT should also return zero impression rows.
I've told it to the relevant engineer.

As for paused adGroups.
PLACEMENT_PERFORMANCE_REPORT currently returns paused adgroups.
Can you please make sure you have paused adgroups?
