  1. With enhanced campaigns, all campaigns target mobile and desktop.  You 
can use the 
AdGroupBidModiferService<https://developers.google.com/adwords/api/docs/reference/v201302/AdGroupBidModifierService>to
 change the bidModifier for mobile.
  2. Yes, you can add 
Location<https://developers.google.com/adwords/api/docs/reference/v201302/CampaignCriterionService.Location>and
 
Proximity<https://developers.google.com/adwords/api/docs/reference/v201302/CampaignCriterionService.Proximity>CampaignCriteria.
  Zip Codes are currently in beta.  Here's a full list of

  4. Generally not - you'll want to segment by device to look at
