Hi, Your application doesn't have to be complete before you can request a developer token. As you said, that would put you in a Catch-22! :)
In order to request a developer token (as described in our signing up instructions <https://developers.google.com/adwords/api/docs/signingup>) you simply need to be able to *describe* what you *plan* to do with your application. Our review team will take it from there and ask you any necessary follow up questions.
