Hi, Are you using any proxy settings in your settings.ini file <https://github.com/googleads/googleads-php-lib/blob/master/src/Google/Api/Ads/AdWords/settings.ini#L48>? If so, please use the same proxy setting with curl or your browser to confirm that you can retrieve the WSDL.
Also, you may want to try a simple PHP process that just gets the contents of the WSDL to confirm that you can at least fetch the WSDL from its URL without parsing it.
