Hi Eric, Like Ilya mentioned, you could create the ad first then remove the old one after the first one was successful. However, you could also use an Exemption Request <https://developers.google.com/adwords/api/docs/guides/exemption-requests> which is used to send your ads that may have policy violations automatically for review.
