Hi Zia, Yes, remarketing lists can be created at the Manager level using both AdWords UI as well as AdWords API. You can set the Manager's accountId as the clientCustomerId in the API request to create user lists in the Manager account. These remarketing lists should be shared with the client accounts to be used in their campaigns.
