Hi Zia, Unfortunately, there does not seem to be a way to share user lists via API like in those instructions. The field accessReason <https://developers.google.com/adwords/api/docs/reference/v201607/AdwordsUserListService.UserList#accessreason>, which corresponds to the "Owner" column in the UI, is a read-only field and will be ignored when trying to set it.
Currently, it is only available via the UI. Please see our blog <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords> regarding any announcements for this feature.
