Hi Valerio, You need to use a Google forwarding number <https://support.google.com/adwords/answer/2454052> to upload offline call conversions. For AdWords to match the calls, Google forwarding numbers <https://support.google.com/adwords/answer/2382961> must have been enabled for your call extensions and call-only ads at the time you received the calls. Mobile click to call ads cannot be uploaded as a conversion if there is no Google forwarding number attached to the call. Without a Google forwarding number, there is no way the system can be sure that the click led to a call which in turn led to a conversion.
