Hi AdWords team,

We have a customer that always encountered "(400) Bad Request" when 
fetching "AD_PERFORMANCE_REPORT ". Since it's not the SOAP API call, we 
don't have the SOAP trace enabled. But I do have the customer id and the 
time that issue happened. We suspect this might be a permission issue, but 
we are not sure without details. 

Could you please help us to double check? I can send the customer id and 
timestamp offline to you.
