Hi, AdWords accounts have a limit of a maximum of 5 million ad group targeting items per account (such as keywords, placements, and audience lists). You could use Criteria Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/criteria-performance-report> or AdGroupCriterionService.get() <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupCriterionService#get> API call to get number of criteria in account.
