Upon investigation of the logs you provided, you were over the system limit for the number of campaigns allowed which is 10,000 according to this guide <https://support.google.com/adwords/answer/6372658?hl=en>. Based on your logs, you have reached a total of 10,031 campaigns already. I suggest you do a clean up to prevent this error from re-occurring.
