Hi, If you are just going to test the AdWords API using those test accounts, you could just ignore those red banner as the AdWords test account does not actually serve ads and does not need to fill up the billing information. However, if your goal is to serve real ads using a production account and manage your account via the API, you could apply for basic access <https://developers.google.com/adwords/api/docs/access-levels#applying_for_basic_access> then you could create your client account under your production MCC account. Also, take note that the compliance team will contact you within two business days for the status of your developerToken application.
