Thanks for your reply. We are using the Managed Customer Service to create 
client accounts under the MCC.
So, we need to use Customer service to set the flag after creating the 
account using Managed Customer service. Please confirm.

Also, when you say "all Google accounts whether these accounts are existing 
or newly created, parallel tracking will be automatically enabled/required", 
does it mean I need not explicitly create the new customers and set the 
flag using the API after October 30?
And does it mean all the existing accounts will have this flag enabled 
after October 30 without any action from our side?
