I'm afraid there is no way to retrieve the old location criteria IDs as the
LocationCriterionService
<https://developers.google.com/adwords/api/docs/reference/v201809/LocationCriterionService>
does
not support any date range when retrieving the id
<https://developers.google.com/adwords/api/docs/reference/v201809/LocationCriterionService.Location#id>
of location
<https://developers.google.com/adwords/api/docs/reference/v201809/LocationCriterionService.Location>.
Also, it is advisable to refer to the latest Geo Targets table
<https://developers.google.com/adwords/api/docs/appendix/geotargeting> when
targeting locations as this is normally updated by our team over time.
The target type municipality means you want to target a location based on
its municipality. However, the AdWords API does not support retrieving the
radius of a certain location. I would suggest to try to use the Google Maps
API <https://developers.google.com/maps/documentation/> instead if you want
to get the radius of a certain location.
