Hi,
If you're using Google Ads API, you may use the Label
<https://developers.google.com/google-ads/api/docs/fields/label> resource
to pull the details of the labels that are not associated. If you're using
AdWords API, one option is to use the Label Report. You may also use the
LabelService.get()
<https://developers.google.com/adwords/api/docs/reference/v201809/LabelService#get>
and
this will return all the labels in the account. There is no API available
to explicitly pull the labels that are not associated.
