initial post below, without the said ID :

We were approved for Basic access a few weeks ago but we wanted to test with a 
small customer of ours first and that customer has been pretty busy with 
re-opening his brick and mortar after covid restrictions have lifted.  He is 
receiving a 403 access denied, which I think is bc the project publishing 
status in the Cloud Platform -> API & Services -> OAuth Consent screen still 
shows Publishing status as Testing (the project ID is XXXXXXXX).  If I go to 
Ads and go to API Center, it does show the access level as Basic Access.  I 
don't understand where the disconnect is and how to correct it.  Did the status 
just not get updated or is it somehow linked to the wrong account?
