You can refer to the instructions in this link to create a test manager account. To create a test client account, you can refer to this example, while using OAuth2 credentials generated by a user that has access to your test manager account. Then through this guide, you can create a few campaigns to populate the test client account. You can follow the rest of the steps in our Quickstart guide to complete your setup for Google Ads API. If you encounter any issues, just let us know a summary of the issue so we can further investigate.
