Not everyone really wants to identify who are "competent people with discerning taste and knowledge" --- because --- it looks like a difficult job -- and do we really need to know ?
I don't even think it has much do with university degrees in art, literature, or the history of either one. (but we could test that: by sending letters to various schools and asking them whether their programs would teach us to how to have "discerning taste") So --- why not just rely on the marketplace to get artists together with people who enjoy their work ? Dealers/publishers know their customers -- let them decide what gets displayed or printed. Except that ---- certain perverse individuals (like myself) want to promulgate whatever taste we have.
