Read Miller's statement carefully (no, don't *deconstruct it*, just
analyze it).
He doesn't want to rely on some imprecise mechanism ("the
marketplace") to "get artists together with people who enjoy their
work." No, that's too prosaic, too anonymous, too indefinite.
Miller wants to "promulgate," that is, to make up the rules for
others or to put a law or decree into effect. And what is it that
he wants to do the promulgating of? "Whatever taste we have"!
Whatever. It doesn't matter, as long as he gets to do his daily
promulgating.
BTW, who is the "we" in this sentence? None other than "certain
perverse individuals" like Miller. In other words, he just wants to
depose those in power and replace them with himself or another
perverse person. Miller doesn't want to change the "institutional"
system he rails against. He just wants to run the show. He wants to
be the Artistic Promulgator, and, like Canute ordering the tide not
to advance on him, to change the path of history by fiat.
