You probably can. There's a strong new push for the PhD in studio art. See James Elkins' latest book on the subject. I will be writing about this for one of his upcoming books. So far, what I've seen as the writing portion for those degrees is awful.
The studio PhD is already rather common in England and Australia. I suspect they will become a reality in the states once the recession wanes and development funds are available. As you know the current terminal degree in art practice is the MFA.
