You have to purchase them as Open License (I think, MS licensing is fuck all confusing) if you want to admin a pool of 365 licenses. I have Office 365 Plan E3 licenses. I hate the subscription thing, but I hate dealing with interop issues more and just accept it as a penalty of doing business with other people.
