You can use the online version and it is cheaper upfront but with a renewal every year or set of years. You get all of the most recent updates etc as they come along. If you go ‘all in’ with email or not you can just pay for x-amount or licenses per year for x-number of employees (again, no need to use the O365 email service) Once you get your licenses straightened out (CDW and others will sort this for you, usually for free) you get a control center that lets you add, remove, block, hold for litigation etc each user account. This control center also allows you to transfer a license to another employee. It is actually a pretty neat control center.
