I would challenge that. Steel erection should never require any form of electrician license.

NM is one I know that does this You must have a special electrician license to get a permit for adding anything to a tower. I am not sure about TN I don't think they do, but if they are asking I would have them to specify exactly what license they require more than likely it is just certification and insurance.
