DNS filtering (like OpenDNS) is about it. Even then, most kids are fully
aware of how to change DNS settings or have a friend that knows.
With HTTPS rapidly becoming the default for websites, ISPs can't really
inspect content anymore. You could proxy, but again, kids (or their
friend) know about that, too.
