When you say the number of people in the office accessing the account from a single IP address, I'm confused, is this an employee using eBay from work? Why would other people at the same company be accessing the same account? Or is this actually the company itself (seems likely with 30K items listed), and multiple employees logging into the account?
If it's just some employee using his employer's Internet for eBay, not seeing why this is the ISP's responsibility to fix. Seems like employee should learn to use a VPN or proxy service or something like that. If it's the company itself selling on eBay, it sounds like eBay is trying to block robot bidding or sniping services with the captcha, although not sure why that would apply to sellers. The other thing that comes to mind when changing their public IP fixes the problem, is that evidently there are blacklists to block VPN and proxy server IP addresses. And Mikrotiks that got hacked with a SOCKS proxy can put an ISP dynamic pool address permanently on these blacklists. In which case the next customer who gets that pool address will have the same problem. I'm guessing it has to do with the number of people in the office accessing the account from the single IP Address, but I can't figure out any pattern to when it happens.
