Adam,

If you need +48 from a -48V shelf use a DC/DC converter.   While grounding the 
negative side of a DC plant will appear to work the fuses won’t work properly.  
  Ground the 0V of the Eltek and use the -48V to power the equipment (assuming 
it will take -48).   Otherwise use a DC/DC converter.  The Meanwell RSD series 
works well (and the SD series sucks).
