A Google search comes up with a device from Legend Power Systems that is 
basically a step down transformer, claiming that by reducing the AC voltage you 
will save power.  That sounds like B.S. to me, unless all your loads are 
incandescent light bulbs.

Yes...outer seal is bonded to ground inside pipe....first time we have done it 
this way...this enclosure has compenents we have never installed before like a 
harmonizer.
