In Ken's case, it was a client issue. 

However, let's not forget that low speedtest.net scores may actually indicate a 
problem with your network or your connectivity outside. Don't just dismiss them 
because you don't like the result or you have another test that comes out good.

Has anyone noticed different speedtest.net results depending on what browser 
you use? Specifically I am seeing upstream speeds significantly lower with 
Microsoft Edge than with Google Chrome
