I wonder if you have a direct connection to a CDN, would you still have this problem? Or would that basically white-list your address space being 1 hop away.

We saw this from Hulu when a few CPE Mikrotiks got hacked via the Winbox bug and a proxy server installed. But it was individual IP addresses that were in the VPN/proxy blacklist. Since most of our customers get IP addresses from a dynamic pool, whoever got that address next would inherit the problem.

I would imagine this would be a big problem for any WISP that NATs whole bunches of subscribers to a single public IP. One customer’s activities could poison that IP for everybody.
