One Fiber is an internal Verizon project name, not a division of the
company but rather the exact opposite designed to maximize use of existing
capacity by sharing it among divisions.  Vzn used to run different cables
for everything, now any Verizon service can or will be provisioned
over fiber in the same cable and sometimes even on the same strand.
