And it should go without saying that anything in licensed bands (11 GHz, 18 GHz, etc.) needs frequency coordination and FCC licensing.
I’d like to think nobody picks up used 11 GHz radios or some AF11’s at an attractive price and thinks you can just fire them up like unlicensed, but I suspect it happens. I’ve heard things like “if it required a license, the distributor would have asked for one before he sold it to me”. It’s not like asking to see your FOID card.
