I use an app called theodolite.  You can snap a photo of the ground and it will 
overlay gps coordinates with gps altitude on the photo.  
You could use an optical range finder.  They should be accurate enough.  

Does CPI really need that degree of accuracy?  I would just google earth the 
elevation and add 20 feet.

yeah, im not concerned about the AGL its the accuracy on the GPS im concerned 
about. I know its a wide tolerance there too, but I need as accurate as 
possible so that when company QC starts to slide we are still inside the 
tolerances. Plus I need documentation of what was presented for CPI input
