Well, since there are no PALs yet, the SAS only protects incumbents from GAA.  
Once the PAL license takes place, PALs would be protected from GAA.  As I 
understand it, GAA doesn't get protected from other GAA, it's up to you to do 
frequency coordination manually.  And if a PAL holder needs your frequency, you 
would lose your grant and have to manually select a different frequency.

As far as mutual interference, the difference probably is that a cellco is 
doing spectrum aggregation, while a WISP is probably using CBRS exclusively.
