My read is the RV Park is on very shaky ground here.  Most RVs and trucks now 
have fixed antennas underneath radomes on the roof.  There’s just no basis for 
restricting one from receiving satellite signals through these antennas - as 
Chuck commented, are you going to knock on their door to ensure they are 
complying with this bogus restriction?  Where does it stop, what about cellular 
signals or LEOs with smaller terminals? If the park is somehow enforcing this 
rule, they are a prime target for a petition to the FCC. If this happens, 99 
out of 100 of those petitioned back down as they could end up being liable for 
legal fees on both sides.

Finally, from the FCC’s main OTARD information page there’s this:

Q:  Does the rule apply to commercial property or only residential property?

A:  Nothing in the rule excludes antennas installed on commercial property.  
The rule applies to property used for commercial purposes in the same way it 
applies to residential property.
