Having dealt with Customs and Border patrol a number of times I can’t
say I have been impressed - and that is as a middle aged white guy.
I can only imagine what a pain in the ass it has to be for anyone
else. Some of the shit I have seen them pull at airports on private
pilots has been astonishing. Guys with guns with no idea about what
is legal and normal for airplanes showing up and hassling people.
The guys had no clue what they were doing, just throwing authority
around. And then freaking out 15 minutes later when everyone was
having a friendly chat and then the agents noticed the gun rights
banner in the back of the hanger and realizing they had all forgot to
ask if anyone was carrying. Ug.

The National Guard is a state resource. I think he can request it,
