That's in Illinois?

I'm suspecting they're just telling him it's "fiber", but it's FTTN, and they will leave the existing copper DSL in place. I know that ATT has been installing remote terminals around that area, and they are trying to lock out DSL resellers.

I have a friend who lives in an area where there is a fair amount of
competition. He's been on DSL so long they are sending him a new modem.
He's paying $45/month for the DSL he's got now and ATT is offering to
install fiber and give him 12 Mbps for $57/month. This seems lowball to
me, but I don't know what ATT is doing elsewhere. What should he say or
do to get more for less?
