We have a small community radio station that is on our network. We provide them service over which they stream their service to their transmitter.

So I don't have direct knowledge of what they had to do, but I can send them your information in case they might send you pointers?

I’m looking to understand the cost and equipment implications of doing so [from a minimalist perspective, I suppose]. I was asked to see if it would be technically possible for our town to do.
