Looks like another "self-help" group. they help themselves to donations
and call themselves a non-profit. the one thing that would help a rural
community is a WISP and they don't have that topic on their website

Yes. Many rural LEC’s use NTCA for retirement/savings and 401k for
their employees. Basically a large advocacy organization, kinda like
WISPA.
