completing work orders basically.

Their job is to know whats required of each work order and ensuring their
team has the competencies to complete. If their team lacks the competency,
then they know what staff resources to request.  like a working foreman.
Ideally theyll have proficiencies in all areas to step in and pick up the
slack. but you dont want a guy who can feather an excavators controls
running jobs, you want him running excavators. pay your excavator really
well so he doesnt want to be a team leader though. If the crew leader sees
that one of the techs on his team has an excellent proficiency in splicing,
give that tech some extra dough, now hes an available splicing staff
resource. If another team leader has a splice heavy work order, then they
can trade staff resources as long as it doesnt exceed that work orders
staff expense.
