I think Budget rents big passenger vans too but they always seemed pretty pricey when I looked at them. Have you looked into charter buses? Not sure what they charge but if a 15 passenger van is about $1300 a week plus mileage and fuel, plus you actually have to drive.

Hertz minivan was unlimited mileage, but was more expensive to start with, so they are almost the exact same price after figuring mileage. (And we'd need 3 minivans vs 2 15 passenger) I'm guessing the rental places are all about the exact same price, just finding someone with inventory is the trick. I did talk to my local Enterprise office, but all they can do is what the computer says. I might have found a local Box Truck rental place that has passenger vans. Their rental price is cheaper, but the per mile charge is higher. Looks like it's still pretty equivalent though.
