Whoever bills the customer is responsible for the taxes.  As long as you’re not 
in the city of Chicago, you can pay all the state and local telecom taxes via 
the state at mytax.illinois.gov.

 

You will of course have to file 499A forms with USAC but should be de minimis 
for USF.  Make sure you register street addresses for E911.

 

Discuss taxes with Atheral, they may want to bill you for state/local telecom 
taxes and USF unless you file a form saying you will do it yourself.

 

You also need to decide if you pass through the taxes to the customer, keeping 
in mind that municipal and E911 taxes may be different for different locations. 
 Taxes should probably be passed through, USF is your choice, only restriction 
is you can’t charge more than your actual USF costs.  If you were the big phone 
company you would also add a bunch of fees like regulatory cost recovery, 
property tax recovery, etc. but you probably don’t want to be that guy.
