In Michigan, our bid detailed an estimated project cost and a grant fund request and matching fund commitment. So essentially we were bidding saying (example numbers), to serve these 842 locations, we can do a project that will cost $10M, and we will fund $3.5M of it and ask the state for $6.5M of grant funds. The minimum match % was 25% but some providers chose a higher match for competitive bidding purposes. What ended up being counted is the 6.5M / 842 locations. The state has said that reimbursements will be based on milestone completion, but also need to show documented proof of expenditures, whatever that means.
